New York State Police say they were dispatched to a Putnam County residence on Sprout Brook Road in the town of Philipstown on the report of a domestic dispute on Saturday, May 11.
Further investigation revealed that 43-year-old Luis K. Urbina of Philipstown choked the victim, who had been in bed with two children at the time, police said.
Urbina was arrested and charged with endangering the welfare of a child and criminal obstruction of breath, both class A misdemeanors.
Urbina was arraigned before the town of Kent Court and released on his own recognizance. The court also granted an order of protection on behalf of the victims.
Urbina is scheduled to appear in Philipstown Court on Wednesday, June 12.
